Manitoba’s Provincial Attestation Letters for New International Students
The Provincial Attestation Letter (PAL) is a new Canadian requirement for undergraduate international students applying for study permits to study in Manitoba.
International students do not need a PAL for their study permit application if they are in kindergarten to grade 12, or enrolled in a Masters and PhD program.
On January 22, 2024, Immigration, Refugees, and Citizenship Canada’s (IRCC) announced a cap
on the number of study permits applications in 2024. This change requires that provinces establish a new process to issue Provincial Attestation Letters. For more information, please visit Provincial Attestation Letter from the Province or Territory.
In Manitoba, prospective international students need to connect with the university, college or private institution they want to attend. Institutions will provide the Provincial Attestation Letter (PAL), on behalf of the Ministry. You will need the PAL and a Letter of Acceptance from your Manitoba university, college or private institution when submitting your study permit to IRCC.

Contact your Manitoba university, college or private institution to request a Provincial Attestation Letter (PAL). They will provide the PAL on behalf of the Ministry. The Government of Manitoba will not issue the PAL directly to students.
