Professional School Personnel Certification in Manitoba

Application Requirements for Internationally Educated Teachers
(including teachers trained in the United States of America)

Important Date! October 31st, 2025 – Pathways to Teach Canada becomes the only application method for Internationally Educated Teachers to obtain teacher certification in Manitoba.


Please refer to the following chart to determine your application process.


Effective October 31, 2025
All internationally educated applicants are required to complete the Pathways to Teach Canada program, regardless of whether they hold a World Education Services (WES) ICAP course-by-course evaluation or the date it was completed.

Step 1
Apply for a Credential Assessment Report completed by Pathways to Teach Canada

Add Manitoba as the recipient of your Pathways Credential Report

Step 2
When the Pathways report is received by the Professional Certification Unit (PCU) you will be emailed the teacher certification application form to complete.

Step 3
Submit the completed application form, fee and required documents to PCU via mail. (Do not resend documents that are contained within your Pathways Credential Report). Once all documents are received by PCU, you will receive an email advising you are in the queue for evaluation.

I have a World Education Services (WES) ICAP course-by-course evaluation that was completed prior to November 18, 2024, and I will submit it to PCU no later than October 31, 2025.

Step 1
Send an email to certification@gov.mb.ca advising that you would like to apply for teacher certification and attach a copy of your WES evaluation.

Step 2
PCU will confirm your booking date for the WES ICAP Evaluation.

  •   If the date is before November 18th 2024, PCU will forward you the application form to complete.

Step 3
Submit the application form, fee and required documents to PCU via mail. Once all documents are received by PCU, you will receive an email advising you are in the queue for evaluation.

  •   If PCU determines your WES application date was after November 18th 2024, you must go through Pathways to Teach Canada (steps listed above).

I do not have a World Education Services (WES) ICAP course by course evaluation completed prior to November 18, 2024.

The Professional Certification Unit (PCU) will contact you once the Pathways Credential Report is received via email with the application form

Note: Pathways to Teach Canada’s language proficiency assessment is currently the only approved language proficiency test accepted by the department for teaching in accordance with the October 24, 2024 amendments to the Teaching Certificates and Qualifications Regulation M.R. 115/2015.

Effective November 12, 2024, all applicants for teaching and clinician certificates will be required to complete an approved sexual abuse prevention program in order to be eligible for certification.

The two programs currently approved by the Minister of Education and Early Childhood learning for this purpose are:

The applicant must complete at least one of the two programs and attach the certificate of completion to the application package.

Professional school personnel include the classroom teacher, school clinician, school administrator, inclusive education teacher, inclusive education coordinator, school counsellor, and vocational teacher.

Certification of Professional School Personnel is a provincial responsibility therefore the requirements for certification differ from province to province.

A valid Manitoba Teaching or School Clinician Certificate is required to be employed as professional school personnel in Manitoba.

Manitoba Education System

Teaching is a regulated profession in Canada. Each province and territory has its own regulator and certification requirements.

The Professional Certification Unit (PCU) receives all applications for certification in Manitoba as a teacher or a school clinician.

Manitoba teaching and school clinician certification requirements are outlined in the Teaching Certificates and Qualifications Regulation 115/2015 of the Education Administration Act.

Fees for teaching and school clinician certification services are outlined in the Education Certificates, Transcripts and Miscellaneous Fees Regulation 86/2010.
