Anticipated Postal Service Disruption

In anticipation of a postal service disruption, Student Records has stopped sending items out through the mail as of Tuesday, May 20, 2025.

Student Records will continue to accept transcript orders during the postal service disruption. However, please expect delays to normal processing and delivery times.

If you have ordered a transcript from Student Records during the postal service disruption, we will send any transcripts going directly to an organization (i.e. educational institutions, employers, etc.) via email whenever possible. Items going through the mail to organizations outside of Manitoba may be disrupted.

If you have asked for your transcript to be delivered to you, you can receive your transcript in one of the following ways:

  • Winnipeg: Beginning June 2, 2025, transcripts can be picked up from the Manitoba government’s Winnipeg distribution centre at 401 York Avenue between 8:30 A.M. and 4:30 P.M., Monday to Friday. Student Records will notify you when the transcript has been sent to the distribution centre; you can pick it up four business days later.
  • Outside Winnipeg in Manitoba: Beginning June 2, 2025, transcripts sent to Manitoba addresses outside of Winnipeg will go to the closest Manitoba government distribution centre. You can review the list of distribution centres at the following link: Province of Manitoba | Postal Disruption.
    Student Records will notify you when the transcript has been sent and to which distribution centre; you can pick it up four business days later.
  • Outside Manitoba: Transcripts going outside Manitoba will be sent through Canada Post. Items sent to Canada Post may be delayed. In the event of a full strike, these items will be mailed once postal service resumes.

When picking up a transcript, you must present one piece of valid government photo identification (e.g., driver’s licence, passport) or two pieces of non-photo identification (e.g., Manitoba Health card) containing the recipient’s name and current address.

If you need to send documentation to Student Records during the postal service disruption, you can submit it in one of the following ways:

  • Winnipeg: Documents can be submitted in-person to the Winnipeg Distribution site at 401 York Avenue between 8:30 A.M. and 4:30 P.M., Monday to Friday.
  • Outside Winnipeg: Documents can be dropped off at the closest distribution centre within Manitoba. You can review the list of distribution centres at the following link: Province of Manitoba | Postal Disruption The distribution center will deliver the mail to Student Records.

All documents sent to Student Records through a Manitoba government distribution centre must be labelled “ESSENTIAL MAIL.”

If you would prefer to arrange for documents to be sent by an independent currier, you can send them to the Student Records office at 507-1181 Portage Avenue, Winnipeg, Manitoba, R3G 0T3.

Note: Transcripts are typically processed in 20 business days. Delays in the distribution of transcripts are anticipated during the postal service disruption.


Education Administration Services oversees student records for Manitoba students in the K-12 system. The office is responsible for issuing provincial statements of high school marks, issuing Manitoba Education and Training Numbers (MET), and maintaining student records.

Statement of High School Marks

A Manitoba Statement of High School Marks is an official provincial record of an individual’s high school marks and credits earned. Individuals can request their statement of high school marks from the province. There is a fee for this service.

MET Number Requests

The province creates a Manitoba Education and Training Number (MET) for every student who enrols for public education in Manitoba. These numbers serve as a unique identifier for Manitoba students to maintain individual student records for funding and statistical purposes. MET numbers are required for a variety of school administration activities including school enrollment, issuing of provincial report cards, registration for provincial exams, and provincial funding applications.
