The Commissioner of Teacher Professional Conduct
Meet the Commissioner
Noni Classen is the Commissioner of Teacher Professional Conduct for Manitoba. She brings more than 30 years of experience across education, child protection, and public system oversight, with a strong focus on professional conduct.
Ms. Classen is a certified teacher in Manitoba and began her career working directly in Manitoba schools, supporting students with diverse learning, behavioural, and mental health needs. Her early experience as a resource teacher and member of student services teams provided a strong foundation in education system practice and professional standards.
Prior to her appointment as Commissioner, Ms. Classen served as Director of Education and Support Services at the Canadian Centre for Child Protection for more than two decades, where she provided national leadership on child safeguarding, prevention of abuse, and system‐level responses to misconduct. In this role, she has worked closely with educators, school divisions, governments, and multidisciplinary partners to assess complex situations involving potential harm and support fair child‐centred responses.
Ms. Classen also served as a Special Advisor to the Future of Sport in Canada Commission, appointed through the Privy Council Office. In this capacity, she contributed expertise in trauma-informed practice, evidence assessment, and procedural fairness to the Commission’s examination of systemic misconduct and institutional accountability, and engaged with a broad range of stakeholders, including survivors, to support transparent and balanced recommendations grounded in public trust.
In her current role, Ms. Classen draws on this combined experience to support a fair, transparent, and student-centred approach to professional conduct in Manitoba’s education system.
