The Manitoba government continues to work on implementing the K to 12 Education Action Plan (pdf document 1.7 MB), which was developed in response to recommendations from the Manitoba Commission on Kindergarten to Grade 12 Education.

Work on the K to 12 Education Action Plan, launched in April 2022, focuses on creating a system where all Manitoba students succeed, no matter their circumstances, their background, or where they live. The K to 12 Education Action Plan is a collaborative approach among government, teachers, school staff, leaders, parents, and community members to create a strong public education system.

Improving literacy and numeracy outcomes for all Manitoba students is a key priority. The priorities across the four pillars in the K to 12 Education Action Plan cumulatively strengthen our education as a whole, including focused work on modernizing curriculum, strengthening assessment practices, creating high quality curriculum implementation resources, creating an equitable funding formula, and supporting student presence and engagement by removing barriers to participation.

Framework for Learning Underway

Action: Develop a new Framework for Learning to guide curriculum and assessment development and implementation, and establish a Curriculum Advisory Panel to advise on this work.

Minister’s Advisory Council on Inclusive Education Complete

Action: Establish a Minister’s Advisory Council on Inclusive Education to inform timely access to assessment, learning supports, and clinical services for students with special needs, to advise on changes to the provincial report card that include all students, and to review professional learning needs to enhance student learning.

French Immersion Policy and Implementation Underway

Action: Strengthen Français and French Immersion policy and implementation with a distinct and parallel focus.

Cyclical Curriculum Renewal Process Underway

Action: Implement a cyclical curriculum renewal process with an initial focus on physical education, health education, and science.

Age-Appropriate Curriculum and Indigenous Content Underway

Action: Enhance age-appropriate curricula by integrating content on residential schools, treaties, land-based education, Indigenous languages, and Indigenous Peoples’ historical and contemporary contributions.

Mamàhtawisiwin: Indigenous Education Policy Framework Complete

Action: Implement Mamàhtawisiwin: The Wonder We Are Born With—An Indigenous Education Policy Framework in partnership with the Indigenous Inclusion Directorate Advisory Council.

Provincial Assessment Program Underway

Action: Expand the provincial assessment program to include Manitoba curriculum-based assessments in Early Years, Middle Years, and Grade 10.

Action: Update Manitoba’s Provincial Code of Conduct and develop policies on the use of exclusionary practices (seclusion, suspension, and expulsion) for all students.

Mamàhtawisiwin: The Wonder We Are Born With Cover

Mamàhtawisiwin: The Wonder We Are Born With—An Indigenous Education Policy Framework was developed in collaboration with over 100 individuals from across the province, including Elders and Knowledge Keepers, students, teachers, superintendents, senior post-secondary administrators, government working groups, and community partners.

Mamàhtawisiwin supports the holistic achievements of First Nations, Métis, and Inuit learners by helping Manitoba educators to incorporate Indigenous languages, cultures, and identities into their teaching and practices, setting Indigenous students up for success in school and beyond.
