Regulatory Amendments - August 31, 2023 Amendments (M.R. 140/2023)

Following commitments addressed in the Action Plan and consultations with the sector, Manitoba Education and Early Childhood Learning amended the Teaching Certificates and Qualifications Regulation M.R. 115/2015 effective August 31, 2023.


The amendments are as follows:

  1. Internationally Educated Teachers may be eligible for a Provisional Professional Teaching Certificate if the applicant requires not more than nine (9) credit hours combined to meet the teachable major, minor, and/or breadth requirements.
    • Example 1: an applicant evaluated in the Senior years stream
      • 45 credit hours in a Teachable Major (30 credit hours required), and
      • 9 credit hours in a Teachable Minor (18 credit hours required, requires 9 credit hours to meet the teachable minor).

      This applicant may be eligible for a Provisional Professional Teaching Certificate.

    • Example 2: an applicant evaluated in the Early/Middle years stream
      • 24 credit hours in a Teachable Major (18 credit hours required),
      • 9 credit hours in a Teachable Minor (12 credit hours required, requires 3 credit hours to meet the teachable minor),
      • 6 credit hours in Mathematics (6 credit hours required),
      • 6 credit hours in English Literature or French (6 credit hours required),
      • 3 credit hours in Physical or Biological Science (6 credit hours required, requires 3 credit hours to meet the teachable minor), and
      • 3 credit hours in History or Geography, or a combination of History and Geography (6 credit hours required, requires 3 credit hours to meet the teachable minor).

      This applicant may be eligible for a Provisional Professional Teaching Certificate.

    * The applicant may be eligible to apply for a change of certification status for a Permanent Professional Teaching Certificate when all required course work is complete.

  2. Where an international teacher preparation program does not include a practicum component, one year of approved teaching experience may be substituted towards eligibility for a Manitoba Professional Teaching Certificate.
  3. Amend the definition of approved “university” to approved “post-secondary institution”.

Applicants seeking revaluation for eligibility for teacher certification as a result of amendments 1, 2 and/or 3 as listed above must complete the Application to Change Certification Status and submit all required documents.

  1. Where a teacher has earned teaching experience in an approved independent/private school outside of Canada experience may be recognized if:
    • The teacher held an approved teaching certificate (certification issued by the jurisdiction where the experience was earned).
    • The school was supervised by an approved education authority
    • The program of study was relevant to the Kindergarten to Grade 12 school system

Applicants seeking revaluation of recognition of teaching experience as a result of amendment 4 as listed above must complete the Request for Re-evaluation of Teaching Experience (Adobe Icon 680 KB).
