In order for students to be efficient in computational fluency, they must develop mental math skills and recall math facts automatically. Recall is a developmental process that improves computational fluency by developing efficiency, accuracy, and flexibility with numbers.

The focus of instruction should be on thinking and on building number relationships. Facts become automatic for students through repeated exposure and practice. When facts are automatic, students are no longer using inefficient means, such as counting.
