Ensure an equitable, aligned, and effective public education system with a focus on engagement, inclusion, and planning for provincial and local needs


These actions respond to the Report of the Commission on K to 12 Education and system learnings from the COVID-19 pandemic.


Provincial Student Information System Underway

Action: Initiate scoping for a new provincial student information system.

What's New: The Province of Manitoba began the process of scoping for a provincial student information system for public schools in September 2021. An essential part of the scoping exercise involved consultations with school divisions, administrators, and educators who utilize the system daily.

Scoping sessions began in winter 2022 and concluded in summer 2022. Held twenty-one sessions with external stakeholders representing 37 school divisions, Manitoba Association of Educational Technology Leaders, and Manitoba Association of School Business Officials, which resulted in 425 business requirements. An additional 13 sessions were held with Manitoba Education and Early Childhood Learning department staff, and approximately 250 department business requirements were received.

To date, all collected requirements have been captured, analyzed, and synthesized, and a future state business model has been completed. A thorough review of the current state of the Education Information System has also been performed.

In late October 2022, the department held sessions with external stakeholders to validate the business model and to review business requirements.

The department is now working with the Province’s Digital and Technology Solutions to develop a Request for Proposal (RFP) to hire a vendor to develop the detailed implementation and operational plans.

Funding Model Review Team Underway

Action: Launch a Funding Model Review Team to lead consultations and design of the new funding model (how funds are distributed across the education system).

What's New: In the spring of 2022, the project team engaged with more than 50 education partners and stakeholders, including Indigenous representatives, trustees, superintendents, secretary-treasurers, the Manitoba Association of Parent Councils, the Manitoba Teachers’ Society and all 37 school divisions. Many of these groups also have membership on the Education Funding Model Review Team which is providing ongoing input.

In August 2022, the project team presented a draft framework for a new funding model to the Student Advisory Council, school divisions and all other stakeholders previously engaged. In December 2022, the project team again met with education partners and stakeholders to provide an update, noting the consultations would continue following Budget 2023.

K to 12 Framework for Continuous Improvement Underway

Action: Renew the K to 12 Framework for Continuous Improvement to strengthen school, division, and provincial planning, implementation, monitoring, and reporting.

What's New: Following a two-year pause in the requirement for school divisions to submit Annual Reports on Continuous Improvement, the department engaged with all 37 school divisions during February through May 2022. The intent of these collaborative discussions was to inform a renewal of the K to 12 Framework for Continuous Improvement. These discussions identified a number of key themes and priority areas.

Provincial Data and Performance Measurement Framework Underway

Action: Develop a provincial data and performance measurement framework that will measure and report on all students’ achievement and well-being at the provincial, school division, and school levels.

Provincial Survey on School Experience Underway

Action: Launch a provincial survey for students, their parents, school staff, and leaders regarding their school experience to inform provincial, division, and school-level plans and broader decision making.

User-Friendly Public Platform Underway

Action: Build and promote a user-friendly public platform with access to information, data, and policies about the public education system.

Explore Shared-Services Opportunities Underway

Action: Explore shared services opportunities to promote equitable access to programming, learning supports, and information technology systems, and to enhance efficiencies within the K to 12 system.

Strategies to Enhance School Community, Family, and Community Partnerships Underway

Action: Consult on strategies to enhance school community, family, and community partnerships and engagement, and update the policy framework, building on the recommendations from the Parent Engagement Task Force.

Education Council Underway

Action: Launch an Education Council with representatives from the education system, youth-serving organizations, and partners to support provincial planning and enhance alignment across school divisions and schools.

What's New: Manitoba government issued a call for applications to parents/caregivers of students in Kindergarten to Grade 12 publicly funded schools and has reached out to the education system, Indigenous leaders, and inter-sectoral partners to recommend individuals to join the Council.

Defining Roles and Responsibilities Underway

Action: Clearly define the roles and responsibilities of those responsible for an effective, efficient, and accountable K to 12 public education system, and develop a strategy to assess effectiveness.
