Skill Development for Young Entrepreneurs

The Skill Development for Young Entrepreneurs program is designed to enhance the skills of Manitoba's young people who have started, or plan to start, their own full-time business. Approved training will provide youth with the opportunity to improve their knowledge and skills to run a successful business. Under this program, approved applicants are eligible for a grant of up to $1000 or $1500 for northern residents, to assist with the costs of completing an accredited business-related training course.

The Skill Development for Young Entrepreneurs Program is a component of the Government of Manitoba's Partners With Youth Program.

This program is administered by the Department of Education, Citizenship and Youth. Development and promotional support for this program is provided in partnership with the Department of Agriculture, Food and Rural Initiatives and the Department of Industry, Economic Development and Mines.

Applications are accepted on a year-round basis from youth aged 18 to 29 years. Youth interested in applying to the Skill Development for Young Entrepreneurs program must submit a completed program application prior to commencing a course of study.

How to Apply

  1. Read the Skill Development for Young Entrepreneurs booklet/application.

  2. Complete all sections of the Skill Development For Young Entrepreneurs application.

  3. Make a copy of your Skill Development For Young Entrepreneurs application and all correspondence for your records.

  4. Application must be submitted prior to the start of any training.

Eligibility Criteria

Please go to program definitions for a list of words shown in italics.

Applicants:

  • Youth 18 to 29 years of age are eligible to apply (Proof of age will be required).
  • Must be Canadian citizens or have received landed immigrant status
  • Where more than one business partner or investor is involved, the principal applicant to the program must be significantly involved in the management of the business. Not all business partners must be eligible youth, however, the principal applicant must be in the 18-29 years of age range and meet all eligibility criteria.
  • Approved applicants must be working at the businesses on a full-time basis, or if the business is not yet operational, the applicant must plan to work full-time basis and may not be employed elsewhere.

Business Ventures:

  • The business or proposed business must be permanent year-round operation.
  • The business or proposed business must provide the principal applicant with full-time self-employment (at minimum 30 hours per week).
  • Must be based within Manitoba.
  • Must be a business created for the purpose of making a profit.

Program assistance is not available to:

  • Applicants who are full-time students or planning to return to school on a full-time basis.

  • Applicants or business ventures that have received the maximum level of Skill Development For Young Entrepreneurs program support.

  • Business ventures that provide regulated professional services in self-governing and self-regulating professional occupational categories in Manitoba.

Financial Assistance

Skill Development for Young Entrepreneurs Program assistance is available in the form of a reimbursement grant of 50% of the costs of business-related training programs/courses or seminars. A maximum grant of $1,000 for applicants residing south of the 53rd parallel and $1,500 for applicants north of the 53rd parallel is available. Eligible costs include tuition, books, travel and accommodation expenses. Approved training must be attended and successfully completed to be eligible.

Note: Fees for services for business plan development are not eligible. Only training courses and seminars from recognized training institutions and accredited service providers will be considered. Consulting services are not eligible under the Skill Development for Young Entrepreneurs Program.

EXAMPLE 1
Approved Skill Development for Young Entrepreneurs applicant completes an evening
Business Accounting course at Winnipeg Technical College at a cost of $1,000.

  • Grant amount would be $ 500

EXAMPLE 2
Approved Skill Development for Young Entrepreneurs applicant from Thompson MB completes
a one week advanced welding seminar at Red River College in Winnipeg costing $2,000 and spends $500 in travel and accommodations for a total of $2,500.

  • Grant amount would be $ 1,250

What Happens Next

Once an application has been submitted to the Skill Development For Young Entrepreneurs Program:

  1. Applications will be assessed for program eligibility. A program representative from MB4Youth Division will contact you:
    • To discuss your application.
    • Request any additional information needed for the assessment of the application.

  2. Applicants will be notified by letter of the funding decision of the application.
    • If your application has been approved for grant funding, information on the claim for reimbursement process will be sent to you.
    • If your application is not selected for grant funding, program staff will identify the basis for this decision in the notification letter. You may contact the Program Coordinator at (204) 945-4764 for further information and clarification if needed.

Grant Reimbursement Process

  • Approved applicants will receive a letter outlining this process in greater detail.

  • Approved applicants will be reimbursed upon receipt of a Claim for Grant Funding. This claim form can be submitted only after successful completion of the approved course and must include verification.

  • Allow 4-6 weeks for processing claims for reimbursement.

Important Notice

Applicants who choose to use the services of a fee-for-service private business consultant or other professional are advised that the these individuals and services have no influence or connection with the Partners With Youth program or the Province of Manitoba, as represented by the Department of Education, Citizenship and Youth; Department of Agriculture, Food and Rural Initiatives; and the Department of Industry, Economic Development and Mines.

All applications for the Skill Development for Young Entrepreneurs grant must be reviewed by several authorities as part of the approval process. Final approval of grant is at the discretion of the Skill Development For Young Entrepreneurs Program. NOT ALL APPLICANTS WILL RECEIVE A GRANT.

Terms and Conditions

  1. Officers of the program will make all necessary investigations in reviewing this application to ensure the information provided is true and complete.

  2. Applicants may be requested to provide additional documentation that may be required to verify program eligibility requirements.

  3. The Skill Development For Young Entrepreneurs program may make a public announcement relating to the approval of this grant.

  4. Approved applicants agree to provide information that will assist in the review and evaluation of the Skill Development For Young Entrepreneurs program.

  5. I understand that applicants may be receive future contact from the Partners With Youth program that relate to workshops or other training opportunities for young entrepreneurs.

  6. I understand that officials responsible for Partners With Youth have the authority to assess each application on its individual merits and will exercise their absolute discretion in determining the amount of grant funding approved for each business.

  7. I understand that payment made to the applicant/business will be taxable income in the year issued to the individual/business.
