Changing Terminology from ESL to EAL (

Manitoba is implementing a change from using the term English as a Second Language (ESL) programming to English as an Additional Language (EAL) programming. Both terms (ESL and EAL) are used interchangeably on this website during the transition period.
Adult English as an Additional Language programs are funded and coordinated by Manitoba Labour and Immigration, Adult Language Training Branch. Contact them for information on programs, English language assessments, and teacher support materials.
K-12 ESL Program Review and 2005-08 Action Plan
In May 2005, Manitoba Education, Citizenship and Youth announced a three-year plan to enhance access to and strengthen ESL programming in Kindergarten to Grade 12 schools. See detailed information, related to documents and updates, concerning the 2001-2004 K-S4 ESL Program Review and the implementation of the Kindergarten to Senior 4 ESL Action Plan 2005-2008.
Building Hope: Learners from War-Affected Background
Building Hope: Appropriate Programming for Adolescent and Young Adult Newcomers of War-Affected Backgrounds and Manitoba School, October 20, 2005
The ESL Program Review confirmed that adolescent and young adult students from refugee, war-affected, and disrupted schooling backgrounds are likely to face significant challenges that often limit their opportunities for educational success and life chances. A preliminary report, Building Hope: Appropriate Programming for Adolescent and Young Adult Newcomers of War-Affected Backgrounds and Manitoba Schools, October 20, 2005, summarizing the results of the research has been prepared for discussion and consultation.
