Belonging, Learning, and Growing: Kindergarten to Grade 12 Action Plan for Ethnocultural Equity New!

The Manitoba K-S4 Education Agenda for Student Success, 2002-2006 provides a set of priorities for education in Manitoba. Priority 1 of the Education Agenda is improving outcomes for all learners and especially those who are less successful. Manitoba Education, Citizenship and Youth recognizes that to achieve this goal we need to more effectively address the needs of our linguistically and culturally diverse students and communities.

An earlier consultation document, Diversity and Equity in Education: An Action Plan for Ethnocultural Equity, provided a basis for discussion for the consultations that Manitoba Education, Citizenship and Youth held from November 2003 to September 2005.

In October 2006, Belonging, Learning, and Growing: Kindergarten to Grade 12 Action Plan for Ethnocultural Equity was released. The report summarizes the results of the consultation process, provides some information on diversity in schools, and presents the Department's Kindergarten to Grade 12 Action Plan for Ethnocultural Equity 2006–2008.

The Kindergarten to Grade 12 Action Plan for Ethnocultural Equity (2006-2008) reflects many aspects of the proposed action plan and the changes were informed by the consultations and the feedback received. The action plan is organized into several categories, each with several related actions.

Manitoba's Current  Multicultural Education Policy

The policy document Multicultural Education: A Policy for the 1990's, released in May 1992, contains the following three thrusts:

  • Education for Full Participation in Society;
  • Education for Cultural and Linguistic Development;
  • Education for Intercultural Understanding.

English as a Second Language (ESL) and heritage language categorical grants respond directly to the first two thrusts.
