Funded Independent Schools

Guidelines for Starting a Funded Independent School

In order for independent schools to be eligible for funding, Manitoba Education, Citizenship and Youth requires schools to implement the required regulations and policies for a three year waiting period and for every year thereafter.

The following is a list of requirements to become eligible for funding as an independent school:

1. Offer a minimum of two contiguous grades simultaneously between Grade 1 and 12. For example, Grade 1 and Grade 2 or Grade 11 and Grade 12; or have a minimum of ten students in a single grade.
2. Have students in full-time attendance.
3. Teach all compulsory courses and sufficient optional courses for the grade levels offered on a regular basis.
4. Use the Manitoba curriculum and associated resource materials for all compulsory courses. Information on the mandated Manitoba curriculum can be obtained from www.edu.gov.mb.ca/k12/cur/index.html.
5. Apply all Manitoba Education, Citizenship and Youth policies for assessment and participate in standards tests as required. Information on assessment and evaluation can be obtained from www.edu.gov.mb.ca/k12/assess/index.html.
6. Submit marks for Senior Years students to Manitoba Education, Citizenship and Youth Professional Certification and Student Records Unit.
7. Employ Manitoba certified teachers, who hold valid and subsisting teacher certificates issued under The Education Administration Act.
8. Employ a principal who holds a current Manitoba teachers's certificate.
9. Establish an incorporated board of directors as well as an elected parent advisory board which has a minimum of three parents of children currently enrolled in the school. File a list of current board members and a list of the Parent Advisory Board with the department.
10. Ensure that the school building meets the building code, the fire code, and health regulations applicable to the community and submit copies of these documents to Manitoba Education, Citizenship and Youth.
11. Submit the following forms annually Manitoba Education, Citizenship and Youth, commencing with the first year of the three year waiting period on due dates specified:
    • School Calendar
    • Teacher Enrollment Report
    • School Enrollment Detail and School Enrollment Summary
    • Professional School Personnel Form
    • Days Open Report
    • Year End Declaration
    • List of Board of Directors
    • List of Parent Advisory Board
    • Students' Marks Report (S1-12)
    • Other forms, as specified
12. Submit an audited financial statement to Manitoba Education, Citizenship and Youth every fall.
13. Follow the school calendar as stipulated in the School Days/Hours and Vacations Regulation (101/95).
14. Submit a school plan according to the specifications of Manitoba Education, Citizenship and Youth.
15. Abide by other pertinent statutory and policy provisos.

How do I start a funded independent school?

Contact the department (Manitoba Education, Citizenship and Youth) for a package of information regarding funded independent schools. There is a three-year waiting period for obtaining funding from the government. During this three-year waiting period the school must have all the requirements for funding in place.

All funded independent schools in Manitoba must follow provincially approved curricula using the approved resources and strategies that are outlined in each curriculum.

Do students in funded independent schools write the provincial standards tests?

The requirements for writing the provincial standards tests are the same in funded independent schools as they are in public schools.
