Re: Pan Canadian Schools/CANCOPY Copyright Licence Agreement (1999-2004)
The Council of Ministers of Education, Canada has negotiated a licensing agreement to cover photocopying in schools that covers all provinces and territories except for Quebec, with CANCOPY, the Canadian Copyright Licensing Agency. Manitoba's negotiations have been approved by the Minister of Education, Training & Youth as well as by the Minister's Advisory Committee on Copyright, composed of stakeholders from the Kindergarten to Senior 4 education system.
This new 5 year agreement began on September 1, 1999, and replaces the one-year 98/99 Manitoba/CANCOPY agreement that had been extended from June 30, 1999, through August 31, 1999.
Essentially, the new Agreement permits photocopying similar to that under the previous agreement. The extensively negotiated fee schedule provides a reasonable increase in the tariff spread over a five-year period. The schedule is as follows:
1999-2000 $2.10/FTE
2000-2001 $2.15/FTE
2001-2002 $2.20/FTE
2002-2003 $2.20/FTE + CPI (2002-2003)
2003-2004 $(2002-2003) + CPI (2003-2004)
Full-Time Equivalent (FTE) refers to students. The Consumer Price Index (CPI) increases will be capped at 3%. School jurisdictions will now be able to budget in advance for the CANCOPY fees.
Thus, for the 1999-2000 school year, the following has been deducted from your November 1999 grants:
- $2.10/FTE (for the period September 1, 1999, through August 31, 2000)
- $.35/FTE (for the period July and August 1999 and for printing costs)
In January 2000, information on the Agreement, including a new poster and information sheet, will be sent to teachers and principals.
