Promising Pathways
High School and Adult Programming Options for English as an Additional Language (EAL) Youth

The information in Promising Pathways: High School and Adult EAL Programming Options for English as an Additional Language (EAL) Youth was compiled through collaboration among the departments of Manitoba Education, Citizenship and Youth, Labour and Immigration, Advanced Education and Literacy, and the Winnipeg School Division.
One of the goals of the ESL Action Plan 2005-2008 was to improve opportunities for older EAL youth with disrupted previous education. The subsequent Building Hope consultations identified the need for a guide to the various educational pathways that these students can follow when they require further work to complete their high school graduation requirements or to continue improving their skills for future education or the workplace. It is important for students and their advisors to understand the available options and what they lead to.
As further resources become available, the document will be updated, likely twice a year.
This support document includes the following components:
- an introduction to the range of academic needs of older EAL youth
- academic programming options, including:
- a general discussion of relevant Manitoba public education policy, including Right to Attend and Right to Funding policies
- high school programs
- adult learning centres
- adult English language programs
- employability supports for students who need or wish to enter the workforce as quickly as possible.
- financial supports
- possible scenarios and pathways
- a list of helpful resources
School counsellors, administrators, EAL and resource teachers and other educators working with recently-arrived immigrant youth will find specific information related to helping these young people access appropriate programming.
