In December 2004, the Department launched the development of an English as an Additional Language curriculum framework and assessment indicators that would provide a common base for EAL programming in Manitoba. These initiatives relate directly to the implementation of the K-S4 ESL Action Plan 2005-2008 and the K-S4 Education Agenda for Student Success.

A new draft version of English as an Additional Language (EAL) and Literacy, Academics, and Language (LAL) , Kindergarten To Grade 12, Manitoba Curriculum Framework Of Outcomes has been released for consultation and review. The document includes descriptions of different stages of EAL development for Early, Middle, and Senior Years and the corresponding student learning outcomes. Recognizing the needs of adolescent and young adult learners from war-affected and disrupted learning backgrounds, Middle and senior Years "Literacy, Academics, and Language (LAL) stages of learning and the corresponding student learning outcomes have also been developed. In addition, the document provides assessment indicators and guidelines and templates for assessing students and EAL program planning.
