PRIORITY 3

Strengthening School Planning and Reporting

To be effective, schools should have meaningful, clearly stated outcomes and a process for monitoring and reporting on progress made towards achieving these outcomes. The department's Planning in Education initiative supports planning and reporting processes for schools and divisions.

In January 2004 the department published Supporting Inclusive Schools: School-Based Planning and Reporting: A Framework for Developing and Implementing Annual School Plans and Reports. The document outlines key planning concepts and provides suggestions that may assist school communities with their planning processes.

3.1
Focus school plans on improving learners' success and furthering the six priorities.

Priority 3 Initiatives are developed by a multidisciplanary Work Group which meets regularily to provide direction for this area.  As a result, the department has offered regional workshops on planning, evaluation and reporting across the province. Workshops in 2005-06 have provided opportunity for division planning leaders to prepare supports within their divisions. A number of workshops have been held on advanced planning topics.  An annual Showcase of Planning in Manitoba Schools provides a forum for networking and further learning.

Facilitate information-exchange on effective school and division planning.

Department staff review every school and division plan that is submitted. The collective information helps to guide the department’s own planning. One of the ways that the department provides support for schools and divisions is by providing a provincial summary of their reports. This creates some context for individual schools and divisions.

The 2003-2004-2005 School Plan Reports: Province-Wide Summary of Results will soon be available online. Divisional contacts and leaders have been identified and they participate in workshops to share information and advance planning. We continue to develop links with partner organizations in order to provide coordinated supports for schools and divisions. Department staff members regularly respond to requests from divisions for specific support. The department developed a web-based school plan report database that allows schools to share their reports. See School Planning Report Application.

Encourage schools to develop a range of measures on student success that could be reported to the public.

The department requires that schools and divisions distribute an annual written report on school priorities to their communities. The department has been providing a report on student performance for the past two years. The department anticipates that the plans and reports will increasingly target student learning results.
