Millennium
Adult Learner Bursary Information Sheet
The Government of Manitoba and the Canada Millennium
Scholarship Foundation have implemented the Millennium Adult
Learner Bursary (MALB) which will provide non-repayable
financial assistance to low-income students who have completed a
Mature Adult Diploma from an Adult Learning Centre (ALC) and who
are pursuing post-secondary studies.

Who is eligible
for a bursary? |

Low-income adult Manitoba residents attending an ALC who are completing
a program of study leading to the completion of a Mature Student
Diploma and/or the completion of admission requirements for post-secondary
studies are eligible. Applicants must also meet all eligibility
criteria including established income requirements based on low
income thresholds, and demonstrate academic readiness and motivation.
Eligibility Criteria/Checklist:
- You must be an independent student:
- Out of high school for a minimum of four years, or
- Have been in the workforce (or actively seeking employment)
for at least 12 consecutive, months on 2 or more occasions and
you were not a full time student during that time, or
- You are, or were, a permanent ward of a child and family
services agency, or
- Your parents are deceased and you have no legal guardian,
or
- You are married or living common-law, or
- You were previously married or living common-law, or
- You are widowed, divorced, or separated, or a single parent
with dependent children living with you.
- You are a first-time post-secondary student. Your 2006 gross
income was equal to or less than the threshold amount for your
category (see Income Threshold Table below), you must provide
proof such as your 2006 ITR.
- Your 2007 gross income will be equal to or less than the threshold
amount for your category (see Income Threshold Table below).
- You do not have liquid assets greater than $5,000.00 (Include
bank assets, term deposits, mutual funds, etc) Do not include
vehicles, RRSP, personal residence etc.
- You will not be receiving non-repayable assistance while enrolled
in and attending a post-secondary educational institution. (For
example band funding, Employment and Income Assistance, Employment
Manitoba (formerly ETS), Worker’s Compensation, etc).
- You will be graduating with a mature student high school diploma
or graduating with a high school diploma or are taking courses
for upgrading.
- You must have taken at least 2 courses during the 2006/07 session.
- You plan on attending a public institution in Canada (in Manitoba
these schools are University of Manitoba, University of Winnipeg,
Brandon University, Assiniboine Community College, Red River College,
University College of the North, and Collège universitaire
de Saint-Boniface).
- You must be recommended by your ALC education director for
this award.
- You must apply and be eligible for Canada and Manitoba Student
Loan assistance. You must apply for Canada Student Loan and Manitoba
Student Loan at www.manitobastudentaid.ca.
You do not need to negotiate any loans that may be available to
you.

Up to 100 recipients will receive a bursary of $5,000 in their
first year of study. Students enrolled in programs of study that
are longer than one year in duration; who successfully complete
60% of a full-time course load; and who continue to meet the eligibility
criteria in each subsequent year of study, will be eligible to have
their bursary renewed for subsequent years, as follows: $4,000 in
the second year of study; $3,000 for the third year of study; and
$2,000 for the fourth year of study. Thus a student enrolled in
a four year program is eligible for up to $14,000 over the four
year period.
When are bursaries
awarded? |

The Bursary will be awarded to eligible applicants in two instalments
upon confirmation of enrolment for each year the student is in a
full time post-secondary program for up to four years. The first
instalment (50%) is paid in the first semester following confirmation
of enrolment and the second instalment (50%) is paid in the second
semester following confirmation of enrolment. Students who withdraw
from a program of study will be ineligible to receive a bursary
in subsequent years.
Deadline for MALB application is May 31, 2007
Deadline for CSL/MSL application is June 30, 2007
