The Lieutenant Governor’s Medal for Literacy recognizes exceptional achievement in literacy through two award categories:

In 1990 the late Honourable George Johnson, M.D., former Lieutenant Governor of Manitoba established the Lieutenant Governor's Medal for Literacy to recognize exceptional achievement of an individual, group or project that has made a significant contribution to the field of literacy in Manitoba. The Lieutenant Governor’s Medal for Literacy – Leaders in Literacy Education pays tribute to literacy practitioners, volunteers, instructors, teachers, researchers, project and programs that exhibit the highest standard of excellence, dedication, leadership, creativity, and accomplishment in the field of literacy.

In 2007 the present Lieutenant Governor, The Honourable John Harvard, established a second award category, Lieutenant Governor’s Medal for Literacy – Partnership for Literacy, to recognize innovation and significant impact on literacy through partnerships. Literacy impacts on, and is the responsibility of all Manitobans. Beginning in 2008 this award category pays tribute to individuals, businesses, organizations, and groups who have championed literacy in a significant way through partnerships, but whose main focus or work is not literacy.

Eligibility for the Lieutenant Governor’s Medal for Literacy

To be eligible, the nominee(s) must be at least 18 years of age, have been residents of the Province of Manitoba for at least two years, consent to their nomination, not be a previous recipient of the award, although they may be previous nominees.

Nominees in this category may be:
• Literacy practitioners, tutors and trainers and involved in an adult literacy, workplace literacy/essential skills, or English as an additional language (EAL) literacy classrooms.
• Adult literacy programs and volunteer organizations providing instructions that have made significant contributions to adult literacy
• Projects with a literacy focus designed to assist high school drop-outs and/or students at risk of dropping out of school
• Public school resource teachers, language arts teachers and reading clinicians
• Researchers, Councils and organizations in the field of literacy

Partnership for Literacy submitting a nomination

Nominees (individuals, groups, or projects in partnership) in this category may be:
• Businesses or corporations
• Business organizations or sector councils
• Labour groups
• Non government organizations
• Community groups, organizations, and municipalities
• Individuals who have championed literacy, but whose main work is not literacy.

Employees of the Government of Manitoba and individual members of the Selection Committee are not eligible for the Lieutenant Governor's Medal for Literacy.

Conditions of the Medal

Conditions of the Medal

  1. The medal shall be known as the Lieutenant Governor’s Medal for Literacy.
  2. The Chairperson of the Selection Committee must receive all nominations no later than January 8, 2009.
  3. The Chairperson shall be the Deputy Minister of Advanced Education and Literacy. The Selection Committee will review the nominations according to predetermined criteria. The makeup of the selection committee and the selection criteria are described herein.
  4. A completed and signed nomination form and a description of the achievements of the nominee shall accompany each nomination. The onus is on the nominator to submit the necessary supporting evidence for the Selection Committee to consider.
  5. No award will be made if, in the opinion of the Selection Committee, no worthy nomination is received.
  6. Individuals and/or groups may not nominate themselves for the award.
  7. A nomination may be re-submitted in a subsequent year, as all nominations not receiving an award in a given year will lapse at the end of that year.
  8. The Medal will be presented at a ceremony at Government House on Thursday, February 26, 2009.

Selection of the Recipients

Chairperson: Deputy Minister, Advanced Education and Literacy

Selection Committee members include:

  • Representatives from literacy organizations: Reading Council of Greater Winnipeg, Manitoba Reading Association, Literacy Partners of Manitoba, and LiteracyWORKS
  • Representatives from business, labour and community organizations
  • An English as an Additional Language teacher
  • A learner from an adult literacy program
  • A representative from the Adult Learning and Literacy Branch
